Responsible Energy Development Act Regulations Submission

The Alberta government is implementing significant changes to its regulatory process to improve the resource development system. The passing of Bill 2, the Responsible Energy Development Act (REDA), marks the beginning of significant changes to the policy development and policy assurance system. While the government is on the right path to improving the regulation of Alberta’s natural resources, the Act is unclear in several key areas.

The current method of managing government finances is not meeting the expectations of Albertans, most of which have come to expect balanced budgets and reasonable government services and steps need to be taken to ensure the fiscal framework continues to protect the competitiveness of Alberta businesses.

To improve our budgeting process, a Provincial Budget Office would be tasked with building the underlying economic data that budgets are built on, and then providing timely updates on how those figures have changed. Budget numbers that are credible and widely trusted help businesses plan to prepare their own business plans without the uncertainty of rising taxes, delayed capital spending and excessive public borrowing that crowds out private borrowing opportunities.

Businesses are concerned that municipalities are increasing tax bills beyond the benefits businesses receive, and that taxes are rising without municipalities considering the effect on their economic competitiveness. The Municipal Government Act Review provides an opportunity to reform municipal budgeting practices to encourage consideration of policy objectives and principles and long term planning.

The effects of drug and alcohol use in conjunction with work can have serious implications for workplace safety and employee health. In the interest of keeping employees from hurting themselves, their co-workers, or members of the public while on the job; legislation that covers random testing, as well as the implementation and administration of comprehensive drug and alcohol policies needs to be clarified.

Partnering with Aboriginal communities in Alberta is not only expected, but it is a smart business decision. With the federal government as well as the provinces involved in this consultation process, there needs to be a clear and effective process for addressing rights and traditional uses when resolving issues that might arise between industry and First Nations.

With the global economy still uncertain with the continuing Euro debt crisis and a U.S. election on the horizon, maintaining the right conditions for business success is critical. It is anticipated that the Canadian economy will continue to grow in 2013, albeit at subdued levels, given current financial conditions and moderate growth in both developed and emerging economies.
